Nemertes Issue Paper: Open Source VOIP

The Issue:

Despite all the attention that VOIP has received over the last few years, the number of enterprises that have fully implemented VOIP is low. In the recent Nemertes benchmark, “Convergence and WAN Technologies,” only 29% of enterprises surveyed had fully deployed VOIP to all members of the organization.

Thirty-three percent had no plans for full rollout or were still evaluating roll-out options, and the remaining 38% were conducting rollouts, often on a limited bases only to locations where adequate network infrastructure was in place -- and where VOIP rollout could be cost justified (usually because of a need to replace aging Time Division Multiplexing (TDM) equipment or for greenfield locations).

The most common reason for limited or no deployment of VOIP is a lack of a demonstrable business case, with 31% of enterprises interviewed citing their inability to cost justify VOIP as their primary gating factor for deployment. Other primary factors included lack of interest, network infrastructure issues, and general budget constraints that preclude undertaking any new major IT project, even one with a positive ROI.
